Father Marcel Salinas Council was organized during the spring of 1995. Peter Rehm, PGK of Council #6627, Tempe, AZ served as the organizing Grand Knight. The Council received its charter on June 6, 1995. Forty-one Brothers are charter members. The Council took the name St. Timothy, the name of the Parish at which it was formed. The first slate of officers was installed in July 30, 1995.

On March 28, 1997, Council Chaplain, Father Marcel Salinas passed away. During the April and May business meetings, the brothers of St. Timothy Council voted to change the Council name to honor our beloved Chaplain. This change was approved by the Arizona State Council and Supreme Council. As of June 1, 1997, the Council became known as the Father Marcel Salinas Council.
